The Foundational Skills Survey (FSS) is showing an incomplete score in the Really Great Reading Grouping Matrix.

If it is the Middle of Year (MOY) or End of Year (EOY), a one-minute fluency score must be added to get a decoding level. 

A one-minute score is NOT needed at the Beginning of Year (BOY).
